How Bonn builds specialist applications with the Urban Data Add-on
For the Urban Data Platform of the Federal City of Bonn, we developed the Universal Urban Data Add-on. Specialist applications are created from a configuration, and the city’s team can build them itself.

The Federal City of Bonn is building central urban data management based on CIVITAS/CORE. Attribute data should be editable directly in the Masterportal.
For this, the city needs many specialist applications. Each one is different, but at their core they are the same: table, form, map, roles and permissions.
Implementation
Since 2023, we have been working on several subprojects for Bonn. We developed add-ons for the Masterportal, integrated a low-code development environment and implemented a deployment strategy for more than 20 specialist systems.
For the Urban Data Platform, we developed the Universal Urban Data Add-on. A JSON configuration defines which fields the table and form show, which spatial filters and map tools are available and which role may do what. From this, the specialist application is created in the Masterportal.
An administration interface manages data sources, data spaces, users, groups, departments, applications and map layers. We also contributed to Portal-Backend, an open source component of the Masterportal.
Result
New specialist applications are created from a configuration. We trained the city’s team in code versioning and platform development. It can build further specialist applications itself.
The add-on is open source. Other municipalities can reuse it without license fees.
